Where I live there is a lot of traffic congestion.
The local paper reported that the prison authorities are proposing to transfer court-bound prisoners onto the Park & Ride bus at the outskirts of the city, so as to save on fuel and speed up the transfer of prisoners to and from the court. (Taking advantage of the reserved bus lanes(that cause some of the congestion))
For safety of the general public the prisoners would be handcuffed during the journey.
However, human rights lawyer Cherry B Lair (yes that one's wife) is reputed to have said that that this would infringe the prisoners rights unless all other passengers on the bus were similarly handcuffed for the journey.
A spokesman for First Bus doubted that the prisoner would have enough money to buy a return ticket, following the latest round of fare increases.
