I tried using Google Image search but the best it could come up with was French Press, so I tried French Press Gag and got nowhere, sorry.

Perhaps someone else will have a better idea.

Look very closely: the ball gag doesn't appear to be actually attached to the device, it's just sitting on it. That water tube seems to circle around behind it and go into top of device. Whatever the device is- looks like a low voltage power cord at bottom.. the pink thing may be a rotating pump for the water tube. (?)

It looks like on old Kangaroo brand feeding pump (could also be another brand as well). The tubing appears to be stuck through the holes in the ball gag. Possibly an attempt to force liquid into the sub's mouth.

I already talked to the guy who runs DeviantDesigns. He said it's something he plans on making to sell in the near future.

It's his own design which he 3D printed, but it's basically a peristaltic pump, a ball gag with holes, some tubing and a frame to hold it all together. You can find everything but the nice frame on AliExpress for less than twenty quid (/bucks/euros).
