Update: After experimenting more with this, it seems 5 layers is the highest I'd go. When I tried to add more than that, the wrap went slack under its own weight as it was being pulled off the roll, causing it to become more of a rope and less of a wrap. I don't know the diameter of the pole or inside diameter of the rolls, but possibly some sort of a sleeve on the pole to increase it's diameter would create resistance by 'grabbing' the roll.
