This sounds like the perfect situation for the cell phone controlled locks I found a while back.
It really doesn't matter where the other part is as long as there is cell phone signal.

Really?!? THAT sounds intriguing -- do you happen to have a link, or a brand name, or anything else like that?

It got me to do some digging into Master Lock's Bluetooth padlocks but it looks as though the "owner's" phone needs to communicate with the lock occasionally via Bluetooth. That might work quite nicely for quite a few people and their scenarios, though!
